What happened

  1. In the morning the cloud management vendor confirmed the first attack. Attacks then repeated every 30 to 60 minutes. [1] [2]

  2. The prefecture announced the case and consulted the prefectural police. [1] [2]

Impact

It appears to be a DDoS attack that overloads servers with large amounts of data, and when attacks coincided with visits the websites of the prefecture and the municipalities were hard to open. The cloud is not connected to servers handling confidential information, and no leak is confirmed. As of the 18th there had been no demand for money to stop the attacks. [1] [2]
